This is one of the classic subjects of a Chuck Oberstein painting. Little girl and clown. It seems to be inscribed to someone (Probably a little kid?) It has his stamp of authenticity (not a reproduction)  It is an original painting as shown by the stamp, and signed on the front and back. 

Either creepy or adorable depending on your perspective.
